Apex Park Changing Places Facility
The Apex Park Changing Places Facility located at Apex Park, Clements Street, Wangaratta is now open and available for use as of 25 September 2025.
The Changing Places Facility can only be accessed using a Master Locksmith Access Key (MLAK). Users will need to confirm eligibility in accordance with Master Locksmith Association of Australia (MLAA).
Eligible individuals can obtain a key through the following ways:
- Keys can be purchased from Lucky Howden’s Lock & Key Co. located at 110 Greta Road, Wangaratta. As Master Locksmiths and a member of MLAA, Lucky Howden’s are registered to distribute the MLAK.
- Keys can also be purchased from the MLAA website: https://masterlocksmiths.com.au/MLAK
Only eligible individuals may purchase a MLAK:
- Individuals with a disability (Victorian Companion Card holders can claim one free MLAK)
- Those with written authority from a doctor, disability organisation, or community health centre

Background
RCoW engaged EnviroDome Pty Ltd to construct a Changing Places facility in accordance with Changing Places design specifications 2020. The facility is located in close proximity to the existing amenities block and other community infrastructure (e.g. BBQ) at Apex Park, Clements Street, Wangaratta.
Apex Park in Wangaratta is a large open recreation space, with an accessible playground, Parkour, existing amenities block and is a central meeting point for community members and visitors.
For people with a disability to gain the social benefits of using the existing infrastructure, including pathways, play spaces, picnic shelters and BBQ facilities, they require safe, accessible toilet amenities. The newly built Changing Places facility will increase participation in active and passive recreation for people with disability, their families and carers.
The scope of works included all works necessary to install a Changing Places facility (Design 2 with shower rectangular) that strictly conforms to the requirements of the Changing Places design specification 2020. RCoW engaged an independent Changing Places Auditor to ensure that the Changing Places facility adhered to the specifications through all stages of the project. An accessible car space has also been installed directly in front of the Changing Places facility located in the existing parking area on Clements Street along with an accessible and compliant path of travel from the car to the facility.
This facility is compliant with the obligations and objectives of the Victoria Gender Equality Act 2020.
The Apex Park Changing Places Facility is supported by the Victorian Government.
