From 1 November 2025, the Australian Government is introducing the Support at Home program. This new model replaces the Home Care Packages and Short-Term Restorative Care programs.  The Support at Home program provides older Australians with care services in the comfort of their own home.

If you were already a participant with the Home Care Package service, it has now transitioned to Support at Home. Existing participants have a different pricing structure.

What supports can be provided?

Depending on your needs there are a range of services which may be included in your package.
You are actively involved in deciding care and services to support you living safely and independently.

Services

Step 1.Be Independent

  • Personal care - to help maintain your personal hygiene and grooming standards
  • Nursing services - to help treat and monitor medical conditions
  • Allied health and therapy services - such as speech therapy, podiatry, occupational or physiotherapy services
  • Food and nutrition services - to help you eat well  
  • Specialised support - to help you manage particular conditions and maximise your independence

 

Step 2.Be Safe

  • Cleaning and home maintenance services - to keep your home clean and liveable
  • Minor home modifications - to increase or maintain your ability to move safely around your home
  • Goods, equipment and assistive technology to help with mobility, communication and reading

 

Step 3.Be Connected

  • Transport services to help you get to appointments and activities 
  • Social support services to encourage you to participate in social and community activities.

As determined by the Australian Government service prices have operational costs built into the individual service cost.

Funding

The Support at Home program provides quarterly funding from Services Australia, used for your care, services, and to cover care management. Support at Home has 8 classifications for ongoing services.

After your needs assessment, you’ll be assigned a classification and annual budget based on your level of support needs.

Your annual budget is split into quarterly (3-monthly) budgets.10% of your budget is allocated by Services Australia to cover for care management.

If a client contribution is applicable, this contribution forms part of the quarterly Support at Home budget.

Funds do not accumulate on an ongoing basis, but there may be a carry-over amount unspent funds of up to $1,000 or 10% of your quarterly budget (whichever is greater).

Participant contributions

All Support at Home participants and those of you approved for a Home Care Package after 12 September 2024, you will be required to pay a participant contribution towards your care and services.  This a mandatory requirement of the Australia Government, and Services Australia will determine your payment amount.

* Contributions will be applied on a tapered rate based on the participant’s income and assets assessment.

^ A self-funded non-CSHC holder is an individual who is ineligible for the pension and the CSHC. A means not disclosed status refers to an individual who has not disclosed their assets and income.

Note:

  1. Care management will have a clinical supports contribution rate of 0%.
  2. Contributions for AT-HM items will be treated as equivalent to the independence category. However, AT-HM prescription and wrap around services (where required) will have a clinical supports contribution rate of 0%.

 

Additional funding budgets

You may be assessed to received additional funding budgets.  This funding is on top of your ongoing funding for Support at Home. These budgets include: Assistive Technology, Home Modifications, Restorative Care Pathway and End of Life Pathway.
