What Is the Road Management Plan?
The Road Management Plan (RMP) is a key document that outlines how the Rural City of Wangaratta manages and maintains its local road network.
Developed under the Road Management Act 2004, the RMP sets out Council’s responsibilities for inspecting, maintaining, and repairing municipal roads, footpaths, bridges, and related infrastructure. It ensures that roads are safe, functional, and meet the reasonable expectations of the community—within available resources.

Why Is It Important?
The Road Management Plan helps Council:
- Prioritise road maintenance based on safety, usage, and condition
- Set clear service levels and response times for road repairs
- Manage risks and reduce liability
- Plan inspections and maintenance efficiently
- Communicate responsibilities to the public and other authorities
What Roads Does It Cover?
The RMP applies only to roads listed in Council’s Public Road Register. These are roads that:
- Are used by the general public
- Meet construction and safety standards
- Are not managed by other authorities (e.g. Regional Roads Victoria or private landowners)
Not all roads in the municipality are Council-managed. Some are the responsibility of state government agencies or private owners.
How Often Is It Reviewed?
The Road Management Plan is reviewed every four years, in line with Council elections.
This plan is due to be reviewed and updated in the second half of 2025.
