Swan Street Road Reconstruction

The Rural City of Wangaratta (RCoW) have engaged Wangaratta Excavations to undertake road reconstruction works on Swan Street, between Steane Street and the One Mile Creek bridge abutment.

Construction commenced on Wednesday 5 November with expected completion by 24 April 2026. 

Traffic management will be in place to allow Residents access to properties during the period of works.

Project Overview:

  • Road reconstruction works planned between Steane Street and One Mile Creek bridge abutment, Wangaratta.
  • Works include installation of new drainage pipes and pits from One Mile Creek to Larkings Street and Muntz Street intersection along with drainage works on Cusack Street.

Update on Schedule of Works (as of 9 April 2026):

  • 65% of all works have been completed.
  • Drainage works completed.
  • Water and gas property services lowered in preparation for new road pavement construction.
  • Road reconstruction works have commenced, and base layer and subbase layers of gravel installed between the bridge and Steane Street.

5 January - now extended to 24 April 2026

  • Second Phase of reconstruction underway.
  • Swan Street and Larkings Street closed to through traffic.
  • Removal of existing (clay and gravel) road pavement, commencement of road reconstruction works.

Notice to Residents: 

Residents are advised that the previously advertised completion date 15 April has been extended

to allow for periods of inclement weather and final clean up.

Road Reconstruction works are now expected to be complete by Friday 24 April 2026. 

13 April - 17 April: Final gravel pavement layer (bridge to Steane Street).

20 April - 24 April: Asphalting of road, line marking, site clean up and project completion.

During removal of pavement, temporary driveway access will be established for residents.  Residents to consider parking at the designated locations nominated below.

Parking Options for residents during works:

  • North of site (including Coonooer Court)
  • Hardstand area on Cusack Street (off Swan Street)
  • Larkings Street

Only residential traffic will be permitted within the work zone.

Traffic Impacts:

  • Throughout the duration of works Full Road closures will be implemented as required by the contractor from the Swan Street Bridge to Steane Street, no through traffic will be permitted at these times.

  • Swan Street residents (between the Swan Street Bridge and Steane Street) will be required to access properties via Larkings Street, this access will be maintained throughout the works, with only minimal disruptions on certain days.

  • When construction works allow Swan Street will be reopened to through traffic to minimise disruptions to the community. 

  • Traffic signage will guide residents through changed conditions.

  • Council will work to minimise disruption to residents. 

 


Waste Collection:

The below information only applies to residents who live in: 

  • Larkings Street from Muntz Street to Swan Street
  • Swan Street between Steane Street and the Swan Street Bridge.

Waste Collection Instructions applicable from 10 November 2025 - 15 April 2026:

  • Kerbside collection days remain unchanged.
  • To assist contractors, please place bins out the morning before your usual collection day.
  • During the works period (10 Nov 2025 – 15 Apr 2026), roads may open temporarily without notice.
  • To avoid missed collections, we ask residents to consistently place bins out one day early throughout this period.

Bin Placement Schedule:

  • Red, Yellow & Green bins:

    Place bins out by 10am Tuesday morning for Wednesday collection.

Placing bins out early allows contractors to move them if construction blocks access for garbage trucks at 5:30am on collection day.
