2026 Revision
The 10-year Financial Plan outlines the Council’s long-term financial position, key assumptions and priorities, and funding strategies for the next decade.
The Plan anticipates an ongoing adjusted underlying deficit over the next 10 years, with Council moving its financial risk appetite from Balanced to Cautious.
The Financial Plan includes Council’s commitment to continuing to pursue opportunities to further improve its financial sustainability over time.

Financial Plan Snapshot
The Financial Plan Snapshot is the short-form version of the Financial Plan 2025 – 2035: 2026 Revision(PDF, 2MB) and provides community members with an overview of the findings of the Independent Review, what’s changed since then, and the key financial risks faced by Council.
The Financial Plan Snapshot identifies some of the necessary actions that Council has taken in the 2026/27 Budget, along with Council’s commitment to determining a Financial Sustainability Action Plan before the end of December 2026, to return Council to surplus and improve the projected cash position.

The Financial Plan 2025-35 (2026 update) was originally adopted at the October 2025 Council Meeting, and the Revision was adopted again at the May 2026 Council Meeting, along with the 2026/27 budget(PDF, 3MB).
The Financial Plan Snapshot and Financial Sustainability Review was adopted at the May 2026 Council Meeting, along with the 2025 - 2035 Financial Plan: 2026 Revision.
Section 91 of the Local Government Act 2020 (the Act) requires that Council must prepare and adopt a Financial Plan for a period of at least the next ten financial years following a general election, and in accordance with its deliberative engagement practices.
The Financial Plan defines the policy statements and associated measures that demonstrate Council's financial sustainability to fund the aspirations of the Community Vision and the Council Plan.
