Financial Plan 2025–2035
The 10-year Financial Plan outlines the Council’s long-term financial position, key assumptions and priorities, and funding strategies for the next decade.
The Plan anticipates an ongoing adjusted underlying deficit over the next 10 years, with Council mving its financial risk appetite to Cautious from a previously Balanced approach.
The Financial Plan includes Council’s commitment to continuing to pursue opportunities to further improve its financial sustainability over time.

The Financial Plan 2025-35 was adopted at the October 2025 Council Meeting.
Section 91 of the Local Government Act 2020 (the Act) requires that Council must prepare and adopt a Financial Plan for a period of at least the next ten financial years following a general election, and in accordance with its deliberative engagement practices.
The Financial Plan defines the policy statements and associated measures that demonstrate Council's financial sustainability to fund the aspirations of the Community Vision and the Council Plan.
