What Is the Trade Services Panel?

The Trade Services Panel is a group of qualified and experienced tradespeople Council can call on for maintenance and minor capital works across Council assets such as buildings, parks, and community facilities.

It helps Council deliver reliable, safe, and cost-effective services while giving local tradespeople the opportunity to work on a wide range of projects.


What Kind of Work Is Included?

Panel members may be asked to carry out:

  • Compliance Works – Fixing safety issues or restoring functionality.
  • Emergency Works – Urgent repairs to protect public safety.
  • Reactive Maintenance – Repairs when something breaks or fails.
  • Routine Maintenance – Regular upkeep to extend asset life.
  • Asset Renewal – Replacing or upgrading existing infrastructure.
  • New/Upgrade Works – Installing new features or improving existing ones.

Types of Trades Council Engages

Council seeks services across a wide range of trades, including:

  • Carpentry and Joinery
  • Floor Coverings and Tiling
  • Painting
  • Plumbing and Roof Plumbing
  • Electrical and Data Services
  • HVAC (Heating, Cooling & Ventilation)
  • Garden Maintenance
  • Handyman Services
  • Shade Sail Installation
  • Plastering
  • Metal Fabrication and Fencing
  • Height Safety Inspections
  • Consumable Supplies and Maintenance

How Does Procurement Work?

Council uses different methods to engage suppliers:

  • Quotes – For jobs between $10,000 and $250,000, Council usually seeks three quotes directly.
  • Tenders – Larger or more complex jobs go through a formal public tender process via eProcure.
  • Expressions of Interest (EOI) – Used to explore market capability before a formal tender.
  • Aggregated Procurement – Council may join other councils to buy in bulk and reduce costs

What Council Expects from Suppliers

To work with Council, you’ll need to:

  • Hold relevant licences and insurance.
  • Meet Australian Standards and Council policies.
  • Respond quickly to emergency requests (within 30 minutes).
  • Maintain safe work practices and clean work sites.
  • Provide warranties and documentation for completed work.
  • Complete the Northeast Council Contractor Induction (NECCI)
