Draft Council Plan and Draft Budget

In accordance with the Local Government Act 1989, Wangaratta Rural City Council has commenced the annual review of its Council Plan and Strategic Resource Plan.

The Wangaratta Rural City Council’s draft 2018/19 Budget has also been prepared, and both documents are now on public exhibition for community feedback through written submissions.

Copies of the Draft Budget 2018–2019 and Draft 2017-2021 Council Plan 2018 Revision are available from the Wangaratta Government Centre, Cnr Ford & Ovens Streets, Wangaratta during office hours or online at www.wangaratta.vic.gov.au

Written submissions must be received before 5:00pm on Wednesday 6 June 2018.

PLEASE NOTE:

Submissions are public documents and form part of the meeting minutes. Therefore submitters’ names and addresses will become part of the public record. 

Any person who has made a written submission to the Council may request to be heard in support of their submission, or be represented by a person acting on his or her behalf.  Where a person wishes to be heard by Council, they must advise this in their written submission. A committee of Councillors will meet on Tuesday 12 June 2018 at the Wangaratta Government Centre to consider written submissions received and to hear any person who has requested to be heard in support of the written submission. Council will meet to adopt the 2018/19 Budget and 2017-2021 Council Plan 2018 Revision at the Ordinary June Council Meeting to be held on Tuesday, 19 June 2018 at 6pm.

Proposed Revision of Community Amenity Local Law

Wangaratta Rural City Council intends to make a revised Local Law (replacing existing Local Law No 1 Community Amenity and Local Law No 3 Murray to Mountains Rail Trail).

The proposed revised Local Law No 1 of 2018 Community Amenity intends to:

  • Consolidate the continuing provisions of the existing Local Law No 1 and Local Law No 3, and will update and simplify the language and reorganise the structure of the local law document to current best standards;
  • Be consistent with similar local law provisions of other municipalities;
  • Cover some gaps to allow response to concerns of the public over amenity issues;
  • Review a limited number of infringement penalties; and
  • Be more comprehensive and reduce reliance on Local Law Policies for its implementation.

A proposed Local Law in similar form was exhibited in 2017 however a small number of changes have been made as a result of submissions. Apart from minor housekeeping matters, the substantive amendment is to address inadvertent effects to the permit provisions for the keeping of domestic animals and the current version now largely restores the existing provisions. Re-exhibition allows people to respond to proposed Local law No 1 of 2018 before it is considered by Council for adoption.

A Community Impact Statement has been prepared to inform the community about the proposed Local Law and to assist any member of the public who may wish to make a submission to Council.

Any person affected by the proposed Local Law may make a written submission relating to the proposed policy. Submissions will be received up to 5.00pm on Tuesday 12 June 2018.

The version of the proposed Local Law that was originally published on Council’s website from 2 May 2018 to 7 May 2018 incorrectly contained references to a ‘committee of management appointed to manage the Rail Trail Reserve’. It is Council’s intention that the Rail Trail Reserve will, in future, be managed by Council directly. The proposed Local Law has therefore been amended to remove all references to ‘the Committee’ and replace them with references to ‘Council’. No other changes have been made to the proposed Local Law.

Draft Wangaratta Aerodrome Masterplan

The Draft Wangaratta Aerodrome Master Plan 2017 is a strategic document that will support the activities and decisions made in relation to the future development of the Wangaratta Aerodrome.

Closing Date: Written submissions will be received up to 5.00pm on Monday 30 May 2018.

Draft Events and Attractions Strategy

The Draft Events and Attractions Strategy 2018 – 2023 sets out the Rural City of Wangaratta’s future direction in the support, curation and delivery of events within the municipality. Aligned with the Council Plan and responding to the CBD Master Plan and an internal audit held in 2015, this strategy provides direction on the funding, attraction and retention of tourism related events, the support and curation of community events and expected outcomes.

This strategy intends to better place the Rural City of Wangaratta in attracting events and capitalising on tourism and economic opportunities.

The closing date for submissions is Friday, 18 May 2018.

Draft Glenrowan Heritage Precinct Conservation and Landscape Management Plan

The Draft Glenrowan Heritage Precinct - Conservation and Landscape Management Plan is open for community consultation.

How to Provide Council with Feedback on the Draft Plan:

Feedback to the draft Glenrowan Heritage Precinct – Conservation and Landscape Management Plan must be made in writing and received by Council before close of business, Friday, 18 May, 2018, in order to be considered.

Please note that whilst all feedback will be considered, there may be cases where Council may not be able to make the changes you have requested, due to the technical nature of the document.

Draft Information Privacy Policy

Council’s Information Privacy Policy has been revised to incorporate the provisions of the Privacy Amendment (Notifiable Data Breaches) Act 2017, which came into force on 22 February 2018.

Any person wishing to make a submission must do so in writing by 25 May 2018.

Draft Rating Strategy 2018-2022

The Draft Rating Strategy 2018-2022 (the Strategy) sets the strategic objectives and strategies that will be pursued for a four year period in accordance with the Local Government Act 1989. The development of the Strategy was based on extensive community consultation through the Rating Strategy Reference Group that has been meeting since January 2018.

Wwritten submission relating to the draft Rating Strategy will be received up to 5.00pm on Wednesday 6 June 2018.

Draft Procurement Policy 2018

Submissions are invited on Council’s Draft Procurement Policy 2018. Section 186A (7) of the Local Government Act 1989 requires Council to review its procurement policy at least once in a financial year, having regard to any guidelines made by the Minister with respect to form or content. Any changes arising from the review must be adopted by Council.

Written submissions will be received up to 5.00pm on Wednesday 6 June 2018.

Proposed Rezoning of Land at Boorhaman

How do I make my written submission?

In their written submission, a person may also request to be heard by a Committee of Council in support of their submission, prior to Council considering the proposal. Submitters will be notified before the relevant meeting date.
