Advisory Committees

Audit Advisory Committee

The Audit Committee is an independent advisory committee to Council established under S139 of the Local Government Act 1989. The primary objective of the Audit Committee is to assist Council in the effective conduct of its responsibilities for financial reporting, management of risk, maintaining a reliable system of internal controls and facilitating the organisation's ethical development.

The Audit Committee is established to assist the co-ordination of relevant activities of management, the internal audit function and the external auditor to facilitate achieving overall organisational objectives in an efficient and effective manner.

As part of Council's governance obligations to its community, Council has constituted an Audit Committee to facilitate:

  • The enhancement of the credibility and objectivity of internal and external financial reporting;
  • Effective management of financial and other risks and the protection of Council assets;
  • Compliance with laws and regulations as well as use of best practice guidelines;
  • The effectiveness of the internal audit function;
  • The provision of an effective means of communication between the external auditor, internal audit, management and the Council.

 

Agriculture and Agribusiness Advisory Committee

Objectives of the Committee

  • To ensure that the Council is kept informed of:
    • opportunities for the establishment and/or development of agriculture and agribusiness
    • risks to the operation or future of agriculture / agribusiness.
  • To provide input into planning and policy development relating to agriculture and agribusiness.
  • To advise on agricultural land and water resource issues.
  • To provide all sectors of the agricultural community within the Rural City of Wangaratta with the opportunity of input into the directions and issues considered by Council to do with agriculture and agribusiness.

Functions of the Committee

  • To provide advice, make recommendations or provide comment to Council on issues considered appropriate by the Committee or matters referred by Council to the Committee.
  • To provide input into the Wangaratta Saleyards Business Plan and livestock marketing initiatives.
  • To advise on the development of strategies to address the impact of climate change and adverse weather events.
  • To inform, liaise and seek input from agricultural stakeholders, relevant industry groups and broader rural sector with regard to agriculture and agribusiness.
  • To provide advice on impacts of Government Policy and programs related to agriculture and agribusiness.
  • To provide oversight and further development of the Alpine Valleys Agrifood initiative.
  • To attract new investment and encourage the adoption of agricultural best practice within the Rural City of Wangaratta.

 

Arts, Culture and Heritage Advisory Committee

Objectives of the Committee

  • To provide advice to Council on arts, cultural and heritage issues that impact upon the community.
  • To promote arts, cultural and heritage, opportunities within the community through networks.
  • To advise on the development of, and oversee implementation of a Cultural Plan within the Rural City of Wangaratta.
  • To encourage and facilitate joint initiatives between, local business and industry, educational institutions, Council and community groups and other relevant stakeholders within the Rural City of Wangaratta.
  • To ensure all sectors of the community within the Rural City of Wangaratta have the opportunity to provide input into the directions and issues considered by the Committee.

Functions of the Committee

  • To establish special interest task forces and sub-committees on strategic matters (where appropriate) to carry out work on behalf of the Committee Such task forces and sub-committees shall be required to report findings to the Committee.
  • To provide advice in relation to specific projects and programs.
  • To provide quality and timely advice, make recommendations, or provide comment to Council on issues considered appropriate by the Committee or matters referred by Council to the Committee.
  • On behalf of the Rural City of Wangaratta, advocate for arts, cultural, and heritage initiatives where appropriate.
  • To advise on the preparation and delivery of submissions for arts, cultural and heritage initiatives, where appropriate.
  • To inform, liaise with and seek input from appropriate businesses, stakeholders, relevant agencies and the community with regard to Committee issues.
  • To attract new arts, culture and heritage opportunities to the Rural City of Wangaratta.

Place Naming Committee

Objectives of the Committee

  • To provide advice and recommendation relating to the implementation of Council’s policies for naming places, roads, streets and other accessways and related work associated with commemorative plaques and other markers.
  • To administer the application of the following Council policies :
  • Place Naming Policy
  • Policy for Naming Roads Streets and Other Accessways
  • Commemorative Plaques and Other Markers

Functions of the Committee

  • To establish principles to assess naming proposals
  • Formulate a guideline to guide developers in suitable name types to propose in new subdivisions (consistent with Council Policy).
  • Report on any proposals for locality changes.
  • To generate a list of recommended place and road names relevant to particular districts that adhere to the principles for naming set out in Council policy.
  • To consider the application of Council policy to place and road name requests from members of the community and recommend to Council changes as appropriate within Council policy.
  • To periodically review the policies set out in 32.2 and recommend any necessary changes to Council.
  • To establish special interest task forces and subcommittees (where appropriate) to carry out work on behalf of the Committee. 
  • To provide quality and timely advice, make recommendations or provide comment to Council on issues considered appropriate by the Committee of matters referred by Council to the Committee.
  • To consider the relevance of requests for commemorative plaques and other markers to the associated place proposed for the plaque or marker.
  • To ensure all sectors of the community within the Rural City of Wangaratta have the opportunity to provide input into the directions and issues considered by the Committee.

 

Sport and Recreation Advisory Committee

Objectives of the Committee

  • The primary objective of the Committee is to advise Council on the effective conduct of its responsibilities for strategic planning and management of Sport and Recreation opportunities in the Rural City of Wangaratta, providing support and advice.
  • To provide advice to Council on strategic sport and recreation issues that impact upon the community.
  • To provide information on how sport and recreation opportunities within the community may be promoted.
  • To provide advice in the monitoring and review the Rural City of Wangaratta Sport and Recreation Plan and associated strategies.
  • To encourage and facilitate communication and initiatives between sport and recreation user groups/clubs/individuals/stakeholders throughout the Rural City of Wangaratta.
  • To ensure all sectors of the community within the Rural City of Wangaratta have the opportunity to provide input into the directions and issues considered by the Committee.
  • To be proactive in initiating and/or supporting ‘cross municipal’ initiatives and projects.
  • To broaden community access to sport and recreation through the attraction of significant events.

Functions of the Committee

  • To establish special interest task forces and sub-committees on strategic matters (where appropriate) to carry out work on behalf of the committee.  Such task forces and sub-committees shall be required to report findings to the Committee.
  • To provide quality and timely advice, make recommendations or provide comment to Council on issues considered appropriate by the Committee or of matters referred by Council to the Committee.
  • On behalf of the Rural City of Wangaratta, advocate for sport and recreation initiatives where appropriate.
  • To advise on the preparation and delivery of submissions for sport and recreation initiatives, where appropriate.
  • To inform, liaise with and seek input from appropriate businesses, stakeholders, relevant agencies and the community with regard to Sport and Recreation issues.
  • To advise on attracting new active and passive sport and recreation opportunities to the Rural City of Wangaratta for all sectors of the community.
  • To identify and recommend budget allocations for issues relating to sport and recreation to Council.

 

Economic Development and Tourism Advisory Committee

Objectives

  • To advise on the promotion, enhancement and generation of sustainable economic development and tourism within the Rural City of Wangaratta.
  • To advise on the development and maintenance of viable economic development and tourism strategies and associated performance measures for the Rural City of Wangaratta.
  • To advise on the promotion, facilitation and coordination of opportunities for economic development and associated employment growth in line with the Rural City of Wangaratta's economic development and tourism strategies and Council Plan objectives.
    • In particular to assess the suitability of proposed business development and industry attraction initiatives identified in the Economic Development Strategy and the Tourism Strategy.
  • To ensure all sectors of the community within the Rural City of Wangaratta have the opportunity to provide input into the directions and issues considered by the Committee.

Functions

  • To establish special interest task forces and sub-committees to carry out work on behalf of the committee, including a review of economic analysis and feasibility studies.
  • To provide a strategic overview of specific projects and programs.
  • To provide quality and timely advice to Council on issues considered appropriate or matters referred by Council to the Advisory Committee.
  • On behalf of the Rural City of Wangaratta, facilitate and advocate for economic development and tourism initiatives.
  • To advise on the preparation and delivery of submissions for economic development initiatives.
  • To inform, liaise with and seek input from appropriate businesses, stakeholders, relevant agencies and the community with regard to economic development and tourism issues.
  • To identify, recommend and advocate for appropriate resource allocations to projects from Council together with State and Federal Government sources.
  • To support existing business and industry within the Rural City of Wangaratta.
  • To attract new investment and industry to the Rural City of Wangaratta.
  • To establish and maintain relevant tourism marketing and development initiatives to ensure that the Rural City of Wangaratta is recognised as a preferred visitor destination.

 

Youth Council

Objectives of the Committee

  • To provide quality and timely advice to Council on issues related to or of concern to young people.
  • To provide an opportunity for young people to become involved in and contribute to the well being of local young people and the wider community.
  • To promote and encourage the involvement of youth in the planning, development and implementation of activities associated directly or indirectly with young people.
  • To provide an opportunity for young people to gain an understanding of the issues surrounding local government and its role in the community.
  • To foster community spirit and responsibility amongst young people.
  • To ensure all sectors of the community within the Rural City of Wangaratta have the opportunity to provide input into the directions and issues considered by the Committee.
  • To develop individual leadership skills including organisational, communication and personal skills among young people from which agreed participation outcomes can be achieved.

Functions of the Committee

  • To determine issues of relevance to youth in the local community and seek positive methods of addressing these issues.
  • To establish special interest groups and sub-committees (where appropriate) to carry out activities on behalf of the Youth Council, including coordination of youth events.  Such task forces and sub-committees shall be required to report findings to the Youth Council.
  • To regularly participate in and represent Youth Council in wider youth programs (eg: Creative Youth committee, Youth Action Conferences, youth groups)
  • To help coordinate and / or participate in community events where appropriate.
  • To provide quality and timely advice to Council, make recommendations or provide comment and the like.
  • To ensure the views of youth are canvassed and conveyed to Council.
  • To provide Council with a bi-annual Youth Strategic Plan for budget consideration.
  • To be involved in youth consultation as part of an ongoing community planning process and other Council community engagement activities.
