Medium & high impact events

Medium and high Impact events both require a permit.

A medium impact event has 500 - 3000 people, along with:

  • Up to ten pieces of infrastructure (marquees, stage, inflatable rides)
  • Between 5 and 15 caterers/food vendors
  • Music can be played but restricted to 5 hours and under 65dba
  • Limited impact on parking and doesn't require road closures
  • Petting zoo or small trained animals 
  • Exclusive use of the space or venue booked and are either enclosed or ticketed.
  • Requires a permit which you need to apply for at least 30 working days prior to the event date. 

A High impact event has over 3000 people, along with:

  • Over ten pieces of infrastructure (marquees, stage, inflatable rides)
  • Over 5 caterers/food vendors
  • No restrictions on music
  • Road closures or traffic changes required
  • Large or untrained animals
  • Fireworks 
  • Exclusive use of the space or venue booked and are either enclosed or ticketed.
  • Requires a permit which you need to apply for at least 90 working days prior to the event date. 

If you wish to allow overnight camping on any Council owned property, a Camping Permit is required. This permit will only be issued where approved if suitable showers, toilets and laundry facilities are available.

Step 3.Gather your documents

To apply for an medium or high impact event permit you'll need to submit the following documents:

  • Medium & High Impact Event Application(PDF, 697KB)
  • Copy of your Public Liability Insurance certificate for $20m
  • Copy of any contractor's Public Liability Insurance certificate for $20m
  • Risk Management Plan 
  • Risk Management Plan for each of your contractors
  • Emergency Management Plan
  • Design documents for any temporary structures
  • Details on any food vendors attending
  • Liquor licence (if applicable)
  • Event schedule or running order for live or amplified music events
  • Site plan showing the area you wish to reserve, placement of infrastructure and other amenities.
  • Traffic Management Plan from a qualified contractor for any road closures required 

If your proposed site is over 500mor it will be enclosed by fencing, then you will need to get a Place of Public Entertainment permit.

If your event requires people to camp overnight, you will need to apply for Camping Permit. You will also need to submit a separate site plan, Risk Management Plan and Emergency Management plan for the campground and facilities.
