The Rural City of Wangaratta is a leading regional centre that embraces its vibrant cultural diversity, customs, languages and traditions that make our community unique. As a city we actively promote a wide range of initiatives that support and encourage the benefits of a culturally and linguistically diverse (CALD) community. Cultural diversity, in the context of this document, is defined as the existence of many different cultures, languages, ethnicity, value systems, religions, and traditions. Multiculturalism is a broad concept that recognises the right of all to equity and opportunities, irrespective of cultural, religious, linguistic or ethnic background. The development of the Multicultural Strategy supports the ongoing commitment by Council to further collaborate and strengthen relationships with community, service providers, organisations and stakeholder agencies for the benefit of our multicultural community and address identified community needs.

The Recreation and Open Space Strategies have been prepared to provide a strategic framework for the future planning, development and management of sport and recreation opportunities and open space in the Rural City of Wangaratta. The Recreation Strategy reviews and builds on the previous 2005 Recreation Strategy providing updated research, consultation, strategic direction and prioritised recommendations to guide recreation provision. The Open Space Strategy has been prepared to provide a strategic framework for the planning,provision, development, management and protection of open space in the Rural City of Wangaratta.

The Wangaratta Road Management Plan establishes a management system for Council's road management functions, which are based on policy and operational objectives as well as available resources. The Road Management Plan also sets the relevant targets in relation to discharge of duties in the performance of those road management functions to achieve the requirements of the Road Management Act.
